There are certainly some differences that must be considered when you are traveling in a rural and/or wilderness environment vs. an urban environment. The most important difference is the mode of carry. Since most of your wilderness survival needs are coming while hiking, hunting, skiing, or similar outdoor on-foot pursuits you are not necessarily able to carry a tremendous amount of items. In an urban situation you typically have your vehicle and other resources that may be available to you. However some situations will force you to abandon those resources and go out on foot there as well.
Secondly, is your contact with other people. In wilderness situations you are typically trying to get found because it is the environment that is most likely to harm you. In urban related events, such as natural (tornado) or man-made disasters (terrorism) you will want to remove yourself from other people most often. Simply because in that situation you are then competing with them for a limited amount of resources.
